The more honest a population is, the more free it is likely to be. Tyrants often come to power on a law and order ticket. The people do not believe they can manage themselves and so they seek a tyrant to keep the gangsters from their door.
The gentleman does not abuse freedom trusted to him. He trusts others - carefully - and creates a micro culture of trust and freedom around himself.
